The agriculture department is established at MMDAs per second schedule of the Local Governance Act, 2016 (Act 936).

Strategy Overview of Agriculture Department
The guiding principles for the functioning of the agriculture department are as follows:

VISION: A modernized, climate responsive and sustainable agriculture and food systems.
MISSION:To facilitate the attainment of a modernized agriculture and food systems through the provision of demand cost effective and efficient extension services that builds capacity of actors along commodity value chains. The Department will promote/disseminate gender responsive technologies/practices that enhances productivity, build resilience and supports environmental sustainability.

SERVICES PROVIDED

  1. 1.Participate in provision of extension services in the areas of natural resources management, rural infrastructural and small-scale irrigation in the MMDA.
  2. 2. Assist in the formulation and implementation of agricultural policy for the MMDA within the framework of national policies.
  3. 3. Submit report on the implementation of policies and programmes to the MMDA.
  4. 4. Advise the MMDA on matters related to agricultural development in the MMDA.
  5. 5. Promote extension services to farmers.
  6. 6. Assists and participate in on-farm adaptive research.
  7. 7. Lead the collection of data for analysis on cost effective farming enterprises.
  8. 8. Participate in the education and enforcement of legislation on fisheries..
  9. 9. Promote soil and water conservation measures by the appropriate agriculture technology.
  10. 10. Disseminate and adopt improved soil and water conservation methods.
  11. 11. Promote agro-forestry development to reduce the incidence of bush fires.
  12. 12. Assist and facilitate sustained pasture and forage production and act as out grower to farmers.
  13. 13. Facilitate the development, operation and maintenance of livestock water supplies.
  14. 14. Assist in developing forage production, range and farmlands.
  15. 15. Encourage improvement in livestock breeds.
  16. 16. Assist in developing early warning systems on animal diseases
  17. 17. Facilitate and encourage vaccination and immunization of livestock and control of animal disease.
  18. 18. Advise and encourage crop development through nursery propagation.
  19. 19. Assist in the development, rehabilitation and maintenance of small-scale irrigation schemes.
  20. 20. Facilitate the assessment of the economic, financial and environmental viability of providing canals.
  21. 21. Assist the construction, rehabilitation and maintenance of fish landing sites.
  22. 22. Promote agro-processing and storage
  23. i. Facilitate the development of programmes and the establishment of close linkage between the various sub-sections in the MMDA.
  24. ii. Supervise the agricultural extension staff in the field.
  25. iii. Co-ordinate the systematic and regular training of frontline staff.
  26. iv. Monitor and evaluate projects.
  27. iv. Promote investment in agriculture by assisting to identify and prepare pre-feasibility report.
  28. v. Develop proposal writing capacity at the MMDA level.
  29. vi. Facilitate capacity buildings at the district level through training, workshops and other related activities,
  30. vii.. Assist to supervise projects planned, designed and implemented centrally.
