The Department of Social Development at the district level shall manage the
establishment of social welfare and community development department (SWCDD) at the MMDA Level.
The Social Welfare and Community Development Department (SWCDD) is established at MMDAs per Second schedule of the Local Government Act, 2016 (Act 936).
Strategic overview of Social Welfare and Community Development Department. The guiding principles for functioning of the Social Welfare and Community Development Department has been formulated as follows: VISION: To take the lead in integrating the disadvantages, vulnerable and excluded in mainstream and development. MISSION: The SWCD Department work in partnership with individuals, familes, groups and communities to improve their social wellbeing through their active participation in promoting development with equity.
SERVICES PROVIDED
1. Facilitates the mobilization and use of available human and material resources to improve the living standards of individuals, groups, families and communities within and effectively decentralized system of administration.
2. Prevent and respond to social exclusion and mal-adjustment within the context of national and sub national development efforts.
3. Assist the assembly to formulate and implement social welfare and community development policies within the framework of national policy.
4. Assist and facilitate provision of community care services
5. Assist to maintain specialized residential services in the district
6. Facilitate the registration and supervision of non-governmental organizations and their activities in the district
7. Assist to organize community development programmes to improve and enrich the socio-economic lives of the populace.
8. Collaborate and network with governmental and non-governmental institutions.
GENERAL FUNCTIONS AND RESPONSIBILITIES OF SOCIAL WELFARE AND COMMUNITY DEVELOPMENT DEPARTMENT
1. Facilitates community-based rehabilitation of persons with disabilities.
2. Assist to maintain specialized residential services in the districts.
3. Facilitate the registration and supervision of non-governmental organizations and their activities in the district.
4. Assist to maintain specialized residential services in the district.

6. Justice administration - assist children and adults in contact with conflict with the law.
7. Register and supervise early childhood development centres.
8. Provide extension services to governmental and non-governmental organizations
9. Facilitate the roll out of the Child Protection tool kits through community engagement and dialogue.
10. Assist to organize community development programmes to improve and enrich standard of living through:
i. Organize literacy and adult education.
ii. Mobilize voluntary contributions and communal labour for the provision of facilities and services such as water, schools, libraries, community centres and public places of convenience.
iii. Teach deprived women in home management and child care.
iv. Offer employable and sustainable skills training for the youth.
v. Promote entrepreneurial skills, business support services and linkage to financial institution to beneficiaries of skills training programme.
vi. Mobilize and train voluntary leaders and community-based organizations as change agents in the communities.
ORPHANAGE
Before a child is admitted into orphanage, the child should have a care order (which starts from social welfare) and be given a legal mandate (granted) by the Magistrate Court (Court Welfare).
Ideally, it takes about two(2) weeks to get an orphanage or an organization registered. Charges or processing fees vary from one District Assembly to another. Charges also varies from NGOs to CBOs and FBOs.
PROCESS OF REGISTRATION
1. Apply to the assembly (introduce your organization).
2. Attach copies of Registrar General Certificate of incoporation or to commence business
3. Add constitution of organization.
4. Add details of executive directors
5. The assembly will send all these documents to social welfare (schedule office) and the process will start.

CHILD RIGHT PROTECTION: Reconciliation of families COMMUNITY CARE: Help in orphanage, NGOs, CBOs, and FBOs JUVENILE JUSTICE ADMINISTRATION: Help in orphanage, NGOs, CBOs, and FBOs COMMUNITY DEVELOPMENT/MASS EDUCATION Help develop rural women in social enterpreneurial skills such as catering, soap making, beads making, etc. Also help in sensitization of good child care.
